The market system has failed to meet these basic human needs, so everywhere people are pushed into taking matters into their own hands. In advanced industrial countries, squatters take over empty houses and the homeless build encampments in city centres. In the industrializing countries, shanty towns grow up on the city fringes. The informal shelters of the Latin American barrios, of bricks and mud, timber and canvas, a throwback to the primitive building forms of ancient history, show that the development of society over the centuries does not automatically bring social progress. That has to be fought for.
